In my opinion, twitter is not only a social network because you can do more things than chat with your friends or upload photos, it is like a newspaper. There, you can find interesting things, news, friends who you don't know about himselfs, twit your opinions, create events... But it has bad things. There are people who make false acounts and follow someone. When you create an account, you must put privacity to avoid that.
In conclusion, twitter is great if you use it well.
